Human Resources and Administration Manager Organization Summary Shuraako Capital is an international NGO whose mission is to provide growth capital and support services to small- and medium-sized enterprises in fragile and conflict-affected settings. We currently manage the Nordic Horn of Africa Opportunities Fund, a $28 million Sharia-compliant debt fund in Somalia, and are preparing to expand in the Horn of Africa and francophone west Africa. Role Summary The Human Resources and Administration Manager serves as the senior HR lead for the Somali region and the broader East Africa portfolio, responsible for establishing, managing, and continuously improving all core HR functions across the employee lifecycle. As the sole HR practitioner in the region, the role combines strategic HR leadership with hands‑on operational execution—driving high‑quality recruitment, onboarding, compensation and benefits administration, learning and performance processes, and employee relations. The Human Resources and Administration Manager ensures that all practices align with regional handbooks, organizational policies, and applicable labor laws, while fostering a fair, transparent, and supportive work environment. The role also maintains accurate HR systems and data, produces regular reporting for leadership, coordinates with HQ and external vendors as needed, and partners closely with managers to build their capability and uphold strong people‑management practices. Operating as the central point of HR expertise, the Human Resources and Administration Manager enables effective workforce planning, compliance, well‑being, and organizational continuity across East Africa. – $21 per hour, depending on experience (approximately $3,315
– $4,095 monthly). Location: This position is located in Mogadishu, Republic of Somalia or Hargeisa, Somaliland and will require travel within the Somali region and Horn of Africa. Key Responsibilities * HR Operations & Employee Lifecycle * Design, implement, and continuously improve HR processes (workforce planning, recruitment, onboarding, probation, transitions, separations) tailored to the Somali region and East Africa operations; maintain manager toolkits, templates, and SOPs. * Own HR administration including personnel files, contracts, letters, salary change notices, and staff communications; ensure data integrity and confidentiality across HRIS and local records. * Set up and operate practical HR tracking systems (e.g., probation reviews, performance checkpoints, training logs, leave balances). * Talent Acquisition & Onboarding * Lead end‑to‑end hiring including job scoping, postings, screening, interviews, reference checks, offers, and pre‑employment verifications; champion fair, transparent, and inclusive hiring practices. * Coordinate onboarding that aligns with the regional handbooks; ensure legal checks, background verification, and orientation are completed on time. * Compensation, Benefits & Payroll Coordination * Administer regional benefits (medical, allowances, holidays); partner with Finance to ensure accurate payroll inputs, statutory deductions, and timely approvals. * Conduct periodic market checks and internal equity reviews; document compensation changes and approvals. * Lead the annual PTO cycle by communicating requirements, collecting and reviewing staff plans, coordinating approvals with managers, monitoring usage, reconciling balances with payroll and timekeeping systems, enforcing carry‑over rules, and providing regular PTO reports to leadership. * Performance, Learning & Employee Relations * Coordinate performance management cycles (goal setting, mid‑year, annual reviews); advise managers on coaching, feedback, and corrective action processes. * Coordinate learning plans tied to role expectations and compliance topics; facilitate manager capability building (interviewing, feedback, documentation). * Serve as the primary employee relations contact; manage grievances, investigations, and disciplinary processes fairly, consistently, and in line with local law and internal policy. * Legal, Compliance & Risk Management * Ensure HR practices comply with applicable labor laws and regulations in the Somali region and other areas of operation; ensure internal policies and handbooks are kept up to date. * Maintain awareness of changes to applicable labor and employment laws, regulations, and any ministry guidance; engage local counsel or advisors when needed; document changes and train managers. * Ensure all employment contracts and related documentation are regularly reviewed and updated to reflect the most current labor regulations and ministry directives, proactively adjusting terms as requirements evolve. * HRIS, Data & Reporting * Operate HR systems and implement improvements when feasible; reconcile HRIS with payroll/timekeeping; maintain accurate, auditable employee records. * Produce dashboards/reports including headcount, hiring pipeline, probation outcomes, performance cycle status, learning completions, leave utilization, employee relations case stats. * Vendor & Cross‑Border Coordination * Coordinate activities with HQ and vendors; share regional data as requested; support cross‑border matters strictly within regional remit. * Manage local HR service providers (benefits brokers, medical insurers, etc.); negotiate SLAs; oversee compliance and service quality. * General Administrative Support * Updating staff travel tracking. * Cross-office and/or all-staff communications and announcements. * Other duties as assigned by the manager. Qualifications Required * Bachelor’s degree in Human Resources, Business, or related field; or equivalent experience. * 5+ years of progressive HR experience, including time in a multi‑site or international NGO/private sector context, with demonstrated ability to both build frameworks and deliver day‑to‑day operations. * Proven strength across core HR domains: recruitment, onboarding, benefits/payroll coordination, employee relations, performance management, and compliance. * Deep knowledge of relevant laws and regulations throughout the Somali region. * Fluency in English and Somali. * High integrity, confidentiality, and sound judgment; excellent communication and stakeholder management skills. * Ability to travel throughout Somali region and other countries within the Horn of Africa. Preferred * Master’s degree in Human Resources, Business, or related field. * HR certifications and familiarity with competency‑based HR frameworks. * Experience implementing or administering HRIS and ATS. * Familiarity with lending operations and international ESG standards. * Prior HR leadership experience in the Somali region. Physical Work Demands * Able to sit at a computer for extended periods of time. * Able to bend at the waist and reach on a daily basis. * Able to lift and move up to 25 lbs regularly.
